HAZARDOUS WASTE CHANGES

On 1st April (no, that is not a joke!) there will be some important changes to the way hazardous waste is regulated.

This relates to annual registrations, consignment notes & to SIC codes.

MVDA members will today have received an explanatory e-bulletin.

A FAQs document about these changes will also be enclosed with the next magazine (which should be with you within the next week or so)

ENVIRONMENT AGENCY - END OF LIFE VEHICLE (ELV) DEPOLLUTION FOCUS 2016

WHAT?

The EA is preparing an ELV compliance campaign in England starting in April 2016. The focus of this will be:

  • the depollution process;

  • the storage of wastes produced by the depollution process;

  • fire prevention;

  • hazardous waste consignment notes,  consignee returns and record keeping;

  • technical competence; &

 
WHY?

Failure to fully depollute vehicles can have serious environmental impacts. If vehicles are not depolluted fully & correctly there is the potential to cause pollution & there is an increased risk of fire. Fires are one of the biggest causes of incidents in the metals recycling sector & can be devastating for business.

Undepolluted or partially depolluted vehicles processed in metal shredders increase the risk of explosion, fire & contaminate shredder residues. This is a big cause of incidents & complaints at shredder sites. 

The depollution focus is seeking to ensure standards are consistent across sites & to develop guidance & training for EA staff to ensure they regulate sites consistently.

WHEN?

The EA is running a small pilot study from January to March 2016 in the Hertfordshire & North London Area. Officers have received refresher training on the depollution process & will be testing the guidance & forms to identify information gaps & issues with the forms.

The main campaign will begin shortly afterwards  & the EA is currently prioritising sites using hazardous waste consignee returns, waste returns and other data such as Certificate of Destruction data.  Training on the depollution process will be offered to all officers.

ILLEGAL DISMANTLING

The EA is also currently running a pilot project looking into allegations of unpermitted sites breaking vehicles & selling parts on eBay. This pilot is initially looking at a specific location & the evidence & data gathered from this pilot will drive future work & investigations.

GUIDANCE

In addition to the guidance currently available the EA will be producing quick guides & information sheets for their staff which we will be sharing with MVDA for information and comment.

WASTE OIL BURNERS

 
From April 2016 waste oil burners will be subject to stringent new legislation.
 
The Government has decided that the emissions from these units is such that they need to be included in the Industrial Emissions Directive (IED).
 
This will bring England & Wales into line with Scotland.
 
The application cost alone is about £3,000 with annual subsistence costs of at least £500.
 
But more significantly there is a legal requirement to have continuous stack emission monitoring, and twice yearly emissions checks.
 
This is expected to all but decimate the use of waste oil burners; in Scotland, where this measure has been in place for some time, there are no longer any waste oil burners operating.
 
MVDA members will receive a more detailed e-bulletin in the next few weeks.

8 PEOPLE ARRESTED IN HUGE STOLEN PARTS POLICE SWOOP AT SCRAPYARDS


The Lancashire Telegraph is reporting that a huge police operation with over 100 police officers investigating the theft of motor vehicles to be broken into parts has seen two scrap yards raided and 8 people arrested.

Teams of officers attended the premises of Tom Smith Commercials in Meadow Street, Great Harwood and another breakers yard in Blackwood Road, Stacksteads.

In a joint operation, West Yorkshire and Lancashire officers made a number of arrests and seized a vast amount of vehicle components. Officers from both forces executed warrants at the Great Harwood and Stacksteads premises suspected of being involved in the theft of motor vehicles from across the north of England.

Police said the two sites were identified as being potential locations for stolen vehicles to be taken to then broken up into component parts and sold on.

At 1pm yesterday around eight police vehicles, including a crime scene investigation van and a video van, were at the Great Harwood premises, which consist of a scrapyard, stables and a detached house. Contractors' vehicles could be seen at the premises loading vans on to low loaders.

West Yorkshire Police said they had traced vehicles stolen from Leeds, Bradford, Kirklees, Calderdale and Wakefield to Lancashire as part of their intelligence gathering. Specialist officers from both forces were conducting extensive searches of the sites resulting in the seizure of a huge number of nearly new vehicle engines, doors, vehicle panels and other parts, suspected of being from stolen vehicles. The intricacies of accurately identifying vehicle components and attributing them to stolen vehicles is now to be carried out by specialist police vehicle examiners.

A spokesman for West Yorkshire police said: "There has been a continuing trend of keyless vehicle thefts since 2010, with 478 Ford Transit vans being reported stolen between January 1, 2015 and December 11, 2015 across the Yorkshire and Humber region alone, with an estimated value in excess of £7.5m. The Ford Transit vans is the most stolen vehicle across the UK."

Police claimed that it was "a well organised, systematic and efficient process to deconstruct vehicles, categorise them and move them on for sale." Chief Superintendent Pat Casserly of West Yorkshire Police Protective Services Operations said: "The scale and organisation of the sites have been quite remarkable. Operations like the this demonstrate our ongoing commitment to tackling this issue. Whilst collectively these incidents result in high value crime, we must remember that each theft has very human consequences. These types of vehicles are often owned and utilised by small businesses and for some, the theft of a vehicle can result in the loss of contracts and future work.”

"Criminals often have the misconception that travelling across county boarders makes their crimes more difficult to detect and investigate. Whilst this can provide challenges to investigators, it by no means prevents officers dedicating themselves to locating those who commit offences, investigating their crimes and bringing them to justice."
A 53-year-old man, 38-year-old man, 32-year-old woman, 30-year-old man, and 29-year-old woman, all from the Great Harwood and Blackburn areas, and a 50-year-old man and 45-year-old man from Bacup, have all been arrested on suspicion of conspiracy to commit theft, handling stolen goods and money laundering. A 38-year-old man from Bradford has been arrested on suspicion of conspiracy to commit theft of motor vehicles.

INTERNATIONAL AUTOMOBILE RECYCLING CONGRESS 2016


The 16th International Automobile Recycling Congress will take place on March 16-18th 2016 at the Hotel Palace in Berlin.

Featuring this year will be Oliver Scholz, CEO of Scholz Holding GmbH (www.scholz-recycling.de/en/company), a large German company with interests in ELV recycling. He will be talking about the export, illegal & otherwise, of ELVs.

As part of the event site visits have also been arranged to the VW assembly plant in Wolfsburg & to Call Parts (www.callparts-recycling.de).

·         Life cycle and sustainability aspects of car recycling

·         Update on new laws and regulations

JO SINGH - M&J AUTOS

It is with great regret that I have to tell MVDA members the sad news that Jo Singh of M&J Autos in Thurrock (Essex) has passed away.  He had been poorly for some time.

Jo was a real gentleman & great company. There are too few of his ilk left in our industry today & he will be greatly missed.

Our thoughts are with his family at this time.

We will let you know about the funeral arrangements in due course.

SITE FIRE PREVENTION PLANS


The Environment Agency is updating its guidance on Fire Prevention Plans and would welcome your views on the principles of the updated guidance. 

The consultation on the guidance can be accessed at: https://consult.environment-agency.gov.uk/portal/ho/ep/fpp/review.   

 
The EA is using the consultation document to:

·         explain the principles behind the standards they have set
·         detail the standards they are proposing to retain
·         explain the standards they propose to amend

The consultation runs until 4 March 2016.

The EA is seeking the views of trade bodies, regulators, organisations and the public who have an interest in the role of the EA in tackling waste fires.

ILLEGAL VEHICLE DISMANTLERS

Over the Christmas period we received an anonymous report about an illegal vehicle dismantler in the Halifax (Yorkshire) area.  We did follow this up & have identified a number of potentially illegal dismantlers, details of which we will be forwarding to our contacts at the Environment Agency.

Also during the Christmas-New Year break we completed our review of the 475 or so U16 registered exemptions.  The results were as expected - almost 200 potentially illegal operators were identified.  We have already sent a draft report to the Environment Agency & will shortly be following this up.

As part of this review we also looked at dismantlers in the Birmingham area and after 15 or so site visits identified a number that seemed to be operating outside the law.  A separate report has been submitted to the EA.

This year we will be focusing particularly on identifying illegal dismantlers & scrap yards, so watch out for some new pages on our websites & further e-bulletins.
